While it is clear that the drugs can help some adults with erectile dysfunction, it is increasingly clear that the drugs can also harm sex workers. Erotic abuse of prescription drugs has a clear and negative effect on all social groups and, in particular, on African Americans and people of color. Because drug use often takes place in sexual contexts, the presence of drugs in sex workers' daily lives presents a significant challenge: drugs can serve as a mask of safety and dignity, allowing sex workers to engage in unsafe behaviors and experience stigmatization violence. The federal government has a special responsibility to help end this epidemic. In 2008, Congress passed the Violence Against Women Reauthorization Act (VAWA), which added to the list of "severe conditions" under which the Violence Against Women Reauthorization Act of 2013 will provide supplemental funding. Section 5 of that act is codified as 22 U.S.C. canada prescription drug use 1397. Section 5 authorizes the Secretary of Justice to include "sexual abuse, a significant risk of assault, or trafficking in persons as a severe condition in the list of severe conditions that an alien is eligible for relief from." In other words, a sex worker—who is often already marginalized by society—would have to allege she is being abused or assaulted for her visa application to be approved.
